Besides of the obvious Imperial Plate the militia got a few other unifoms for each class. They are divided widely amoung different levels so most people should be able to aquire a uniform. It is in most cases required to wear the uniform all the time when on duty. It is expected that members aquire one of the uniforms at latest when they get promoted to fooman.
Regarding weapons then you can be more individual here and choose almost freely. There is just a rule that the weapon must not be 'evil' looking. We are afterall here to keep the peace. This outrules most of the gladiator weapons for being used on duty.
