Assuming anyone still reads these forums these days or even cares about the current state of the Militia:
The World of Warcraft (Or at least the Stormwind areas) are based mostly around a medieval / post imperial / steam punk era and as such basing Infantry tactics on those similar to the modern-day SAS and what-not should be considered unrealistic.
Instead what -should- be done is basic combat skills since thats what infantry (in my eyes at least) are.
Your the meat shields
Your the guardsmen
The soldiers
The front-line cannon-fodder
Your out there to survive in combat and to replace the death of an officer above you who probably doesn't even deserve to live which is why instead of all this 'negociating skills' nonsense it should be practiced in combat.
The addition of WotlK has provided with ample amounts of additions to combat training, the main point here is target dummies!
Every major city has some (with the exception of sanctuaries) which have various levels and as such offer variety depending on the levels of your members
So what can be done with these?
Attack them you muppets! ICly train up your combat skills by shooting a dummy with magic, sword or bow rather than wander around aimlessly going through the painstaking effort of trying to patrol with various degrees of lag amongst members!
Not only will fighting these target dummies offer some RP but it can potentially offer some IC PVP training too, what better way to improve your combat skills than having an officer (With a reasonable degree of PVP expertise) explaining how to attack your enemy whilst observing you.
Or if you -REALLY- want to go all-out, have a specified 'quartermaster' picked out in the guild given (or perhaps aquired somehow) the foam sword rack which (although foam would not be around at that era) serves as a more suitable form of relatively 'fair' combat training so-to speak
